Designates public utility agencies as "retail public utilities" under the Water Code, granting them authority to provide water or sewer service for compensation

Authorizes the Attorney General, at the request of the Public Utility Commission or Texas Commission on Environmental Quality, to seek appointment of a public utility agency as receiver for utilities or water supply corporations that abandon operations, violate final orders, or fail to meet service standards

Allows the Public Utility Commission or TCEQ to authorize a public utility agency to temporarily manage utilities serving fewer than 10,000 connections that fail to meet capacity requirements, maintain minimum 35 PSI water pressure, or properly calibrate treatment monitoring equipment

Requires the Public Utility Commission to prioritize and approve acquisition applications from public utility agencies within 120 days of determining the application is complete, facilitating regionalization of water and sewer services

Expands the Public Utility Commission's jurisdiction over water supply or sewer service corporations that operate in a manner requiring appointment of a receiver or temporary manager
