Establishes the Task Force on Disability Policy to develop a comprehensive 10-year plan for Texas disability policy and provide strategic recommendations emphasizing innovation, efficiency, and dignity for individuals with disabilities

Task force composed of at least 17 voting members appointed by the governor, including 2 senators, 2 house representatives, individuals with lived disability experience (covering autism, mental health, intellectual/developmental disabilities, physical disabilities, medical fragility), 4 health care professionals, 2 advocacy organization representatives, 2 higher education representatives, and 3 policy experts

Requires establishment of subcommittees addressing health care, education, early childhood care, transitional care, crisis prevention, juvenile justice, mental health care, long-term community-based services, and alternative funding sources

Task force must submit preliminary report by September 1, 2026 and final comprehensive report by September 1, 2028 to the governor, lieutenant governor, speaker, and relevant legislative committees

Task force expires and is abolished September 1, 2028; initial meeting must occur by September 30, 2025; may accept gifts, grants, and donations to accomplish its purposes
