Requires all state agencies and political subdivisions to designate multiple-occupancy private spaces (restrooms, locker rooms, changing rooms, shower rooms) for use only by individuals of the same biological sex, defined by sex organs, chromosomes, endogenous profiles, and original birth certificate

Mandates the Texas Department of Criminal Justice to house inmates in correctional facilities according to biological sex

Restricts family violence shelters designated for female victims to serve only biological females and children 17 or younger of those individuals

Establishes civil penalties of $5,000 for first violations and $25,000 for subsequent violations, with each day of a continuing violation counting as a separate offense; penalties deposited to the compensation to victims of crime fund

Creates a private civil cause of action allowing affected persons to seek declaratory relief, injunctive relief, and recovery of court costs and attorney's fees against violating government entities

Provides exceptions for custodial purposes, maintenance, emergencies, assisting individuals who need help, and children age 9 or younger accompanied by a caregiver
