Creates a new Lottery Advisory Committee to provide external expertise, with members representing the public, licensed sales agents, interest groups with divergent viewpoints, and entities benefiting from lottery contributions

Requires the commission to establish three subcommittees (audit, legal, and planning) and submit annual reports to the governor and legislature covering lottery revenue, business plans, performance evaluations, and bingo industry data

Strengthens the Bingo Advisory Committee by making its establishment mandatory rather than optional, requiring quarterly meetings, and mandating the commission consult with it on fiscal accountability criteria for inspections
