Extends the Texas Ethics Commission's Sunset review date from 2013 to 2037, continuing the agency without abolition under the Texas Sunset Act

Creates a three-tier violation categorization system (Category One for technical/clerical/de minimis violations, Category Two for standard violations, Category Three for serious violations) and requires the commission to publish these categories and adopt prioritization policies for investigating complaints

Establishes two-member bipartisan panels to conduct preliminary review hearings instead of the full commission, and allows respondents to request formal hearings be conducted by the State Office of Administrative Hearings (with the respondent paying associated costs)

Changes monthly reporting deadlines for general-purpose political committees from the 5th to the 10th day of the month, and modifies reporting periods to cover full calendar months instead of the 26th-25th day cycles

Shifts the commission's threshold adjustment schedule from annual to every 10 years (decennial) based on Consumer Price Index changes, and authorizes the commission to provide required notices via email rather than exclusively by mail
