Extends the Sunset Advisory Commission review date for the Sabine River Authority of Texas from September 1, 2025 to September 1, 2037, with reviews every 12 years thereafter

Reduces board of directors term lengths from six years to four-year staggered terms, and transfers authority to designate the Board President from the board itself to the Governor

Establishes specific grounds for removal of board members, including failure to maintain qualifications, violating conflict of interest laws, illness or disability preventing duties, or missing more than half of eligible meetings without board-approved excuse

Requires new board members to complete a mandatory training program covering district operations, laws, budget, open meetings requirements, and ethics policies before voting or deliberating at meetings

Mandates the district maintain a formal complaint system, provide public testimony opportunities at board meetings, and develop policies separating board policy-making from staff management responsibilities
