Extends the Sunset Advisory Commission review date for the Lower Neches Valley Authority from September 1, 2025 to September 1, 2037, with subsequent reviews every 12 years thereafter

Reduces board of directors term lengths from six years to four years, with a transition process requiring three directors whose terms would expire July 28, 2031 to draw lots to determine shortened term expirations

Requires the governor to designate a board president who serves at the governor's pleasure, and mandates the board develop policies separating policymaking responsibilities from management functions

Establishes grounds for removal of board directors including failure to meet qualifications, violating conflict of interest laws (Chapter 171, Local Government Code), illness or disability preventing service, or missing more than half of board meetings without board-approved excuse

Creates mandatory training requirements for new directors covering authority operations, budget, open meetings laws, public information laws, and ethics policies; existing directors must complete training by December 1, 2025 to continue participating in board meetings
