Extends the Sunset Advisory Commission review date for the Trinity River Authority from September 1, 2025 to September 1, 2037, with reviews continuing every 12 years thereafter

Increases the Board of Directors from 24 to 25 members by adding one additional director from "The Area-at-Large," and requires the Governor to designate the board president (previously elected by the board)

Establishes specific grounds for removing board members, including failure to maintain qualifications, violating conflict of interest laws, illness or disability preventing service, or missing more than half of scheduled meetings without board-approved excuse

Requires new board members to complete a training program covering Authority operations, laws, budget, open meetings requirements, and ethics policies before voting or deliberating; existing members must complete training by December 1, 2025

Mandates the Authority maintain a complaint tracking system, develop policies for public participation at board meetings, and clearly separate policy-making duties of the board from management responsibilities of staff
