Extends the Sunset Advisory Commission review date for the Angelina and Neches River Authority from September 1, 2025 to September 1, 2037, with subsequent reviews every 12 years

Requires new board directors to complete a training program covering authority operations, budget, rulemaking authority, audit results, open meetings laws, public information requirements, and ethics policies before voting or deliberating at board meetings

Transfers authority to designate the board president from the board itself to the governor, who may remove the president at the governor's pleasure

Establishes specific grounds for removing a board director, including: lacking required qualifications, violating conflict-of-interest laws (Chapter 171, Local Government Code), illness or disability preventing duty performance, or missing more than half of eligible board meetings without approved excuse

Requires the authority to develop policies for public testimony at board meetings, maintain a formal complaint system with status notifications to parties, and clearly separate board policymaking from staff management responsibilities
