Reduces the deadline for health care providers to bill patients from the first day of the 11th month to 90 days after services are provided

Applies the same 90-day billing deadline when providers bill health benefit plan issuers directly, unless a contract specifies a different timeline

Requires providers billing third-party payors (including Medicare and Medicaid) to submit bills within 90 days unless a contract, federal regulation, or state rule establishes a different deadline

Applies only to health care services provided on or after the effective date; services provided before remain subject to prior law

Takes effect immediately upon two-thirds vote of both legislative chambers, otherwise September 1, 2025
