Requires state agencies to allow any member of the legislature or the lieutenant governor to accompany agency employees when performing enforcement actions upon request

Grants legislators and the lieutenant governor the right to attend closed meetings of any governmental body if they state the request is for a legislative purpose

Requires governmental bodies to provide reasonable notice of closed meetings to legislators or the lieutenant governor who have requested to attend

Limits attending legislators and the lieutenant governor to observer status only during closed meetings, prohibiting active participation

Takes effect immediately with a two-thirds vote of both chambers, otherwise becomes effective September 1, 2025
