Requires original equipment manufacturers to make documentation, replacement parts, and tools available to independent repair providers and equipment owners on fair and reasonable terms within one year of a product's first sale in Texas

Applies only to consumer digital electronic equipment sold at retail with a wholesale price of at least $50 for repairs not covered under the manufacturer's warranty

Excludes motor vehicles, medical devices, farm equipment, aerospace/train equipment, home appliances, critical infrastructure IT equipment, commercial/industrial electrical equipment, and safety communications equipment from the requirements

Grants the Attorney General exclusive enforcement authority, requiring 30-day written notice before action and allowing violators an opportunity to cure; violations constitute deceptive trade practices

Limits manufacturer liability for damages resulting from repairs performed by independent providers or owners, including consequential damages, data loss, and privacy breaches

Takes effect September 1, 2026, and applies only to equipment first made available for sale in Texas on or after that date
