Requires the Commissioner of Insurance to mandate the use of negotiated rulemaking procedures under Government Code Chapter 2008 for adopting department rules, changing from the current policy that merely encourages such use

Maintains the requirement that the Commissioner develop policy to encourage (but not require) the use of alternative dispute resolution procedures under Government Code Chapter 2009 for internal and external disputes

Requires the Commissioner of Insurance to adopt implementing rules by January 1, 2026

Takes effect September 1, 2025
