Adds natural-gas-fired electric generation facilities to the definition of "human needs customers" for purposes of natural gas delivery prioritization during curtailment events

Defines "human needs customers" to include residences, hospitals, water/wastewater facilities, police, fire, military and civil defense facilities, emergency congregation locations, and certain small commercial customers

Requires gas utilities experiencing potential delivery shortages on their intrastate systems to prioritize natural gas deliveries to gas-fired power plants at the same level as other human needs customers and local distribution systems

Grants the Railroad Commission of Texas authority to identify additional customer categories as human needs customers by rule

Takes effect September 1, 2025
