Amends Section 551A.031 of the Transportation Code to explicitly include "beach" as a location where off-highway vehicles may be operated on public land not open to regular vehicular traffic

Removes the safety certificate requirement from the section heading and related provisions governing off-highway vehicle operation on public land and beaches

Repeals multiple provisions from Chapter 551A, Transportation Code, including Sections 551A.001(1-b) and (1-c), Section 551A.002(b), Subchapter B (in its entirety), Sections 551A.031(b) and (c), Section 551A.059, and Section 551A.071(d)

Requires off-highway vehicle operation to comply with Chapter 551A of the Transportation Code and Chapter 29 of the Parks and Wildlife Code

Takes effect September 1, 2025
