Redefines "code enforcement officer" as an individual who works for the state or a political subdivision and engages in code enforcement, replacing the previous "agent of" language

Creates a new statutory definition for "code enforcement officer in training" as an individual who works for the state or political subdivision and engages in code enforcement under the supervision of a registered code enforcement officer

Clarifies that the state or political subdivisions may only use unregistered individuals for code enforcement if those individuals are exempt from registration under another state law

Modifies reciprocal registration requirements to allow registration for out-of-state license holders whose state requirements are "substantially equivalent" rather than exactly equivalent to Texas requirements

Streamlines the fee structure for code enforcement officer registration by consolidating to a single application fee instead of separate application, examination, and registration fees
