Requires facility operators to notify TCEQ by email or phone within 24 hours of any visible discharge of preproduction plastics, including photographs, GPS coordinates, estimated amounts, and cleanup efforts

Adds preproduction plastic pollution to the list of factors TCEQ must consider when setting water quality standards and conducting watershed assessments across the state
