Requires each local mental health authority to prepare monthly expense reports detailing all expenditures and make them available electronically to all governing body members, including ex officio nonvoting members

Mandates that local mental health authorities serving a single county include the county sheriff on the governing body as a voting member rather than an ex officio nonvoting member

For authorities serving multiple counties, requires two sheriffs (one from above-median population county, one from below) with only one permitted to serve as an ex officio nonvoting member

Requires at least one voting member of the governing body to be a member of the public with business or corporate experience who has never held public elective office

Prohibits employees of a local mental health authority from serving on the authority's governing body

Takes effect September 1, 2025
