Requires all assisted reproductive technology (ART) providers in Texas to submit annual reports to the Health and Human Services Commission detailing embryo creation, storage, destruction, and outcomes

Mandates reporting on specific embryo disposition categories including: number created per cycle, embryos destroyed (with reasons such as genetic concerns, undesired sex, or being unwanted), embryos lost to equipment failure or human error, and embryos donated for adoption or research

Requires tracking of cryopreservation statistics including embryos frozen each year and total embryos in storage, as well as fresh versus frozen transfer rates

Directs the department to compile and publish statewide statistics annually by December 31, including provider counts, procedure success rates broken down by age and donor status, and multiple gestation rates

Authorizes the department to impose administrative penalties including fines for noncompliance, with an effective date of September 1, 2025
