Establishes a "Foster Parent's Bill of Rights and Responsibilities" in Texas law, codifying 31 specific rights including freedom from discrimination, timely financial reimbursement (including up to $500 for property damage caused by foster children), access to the child's medical/educational/psychological records within 15 days of placement, and the right to attend and speak at all court hearings

Requires foster parents to receive standardized preservice training including cultural competence training, post-placement counseling for loss and secondary trauma, and notification of all benchmarks they must meet for the child's care

Mandates the Department of Family and Protective Services or child-placing agencies provide foster parents with written and oral copies of their rights and responsibilities, including the grievance and appeals process

Requires mandatory drug testing for parents before initial visitation when fentanyl or other Penalty Group 1-B controlled substances were relevant to the case, with courts authorized to order additional testing as needed to protect child safety

Requires the department to obtain certified birth certificates and social security cards for children placed in managing conservatorship, and establishes an appeals process for prospective foster parents whose home assessments are denied
