Creates the Texas Energy Waste Advisory Committee to coordinate state programs that reduce energy waste, increase energy efficiency, and enhance demand response programs to improve ERCOT electric grid reliability

Establishes a seven-member committee composed of ex officio members including the presiding officer of the Public Utility Commission (who serves as chair), ERCOT CEO, Comptroller, and heads of the Texas Department of Licensing and Regulation, Texas Department of Housing and Community Affairs, Texas Commission on Environmental Quality, and General Land Office

Requires the committee to meet quarterly and make recommendations to state agencies on programs that could reduce electricity demand during high-risk hours identified by the commission

Exempts the committee from open meetings and public information requirements under Government Code Chapters 551 and 552, with limited exceptions for certain public records

Mandates a biennial report to the legislature by September 1 of each even-numbered year on committee activities and recommendations, with an effective date of September 1, 2025
