Requires the Health and Human Services Commission to use formal rulemaking processes to prospectively determine whether to exclude or limit any Medicaid benefit, unless the exclusion or limitation is mandated by state or federal law

Establishes a 4-year statute of limitations on the Office of Inspector General's ability to recover payments from Medicaid providers for waste or abuse, preventing recovery attempts for payments made more than four years prior

Applies the new 4-year recovery limitation to any payment recovery sought on or after the effective date, regardless of when the original payment was made

Allows state agencies to delay implementing provisions of the act if federal waiver or authorization is determined to be necessary

Takes effect September 1, 2025
