Authorizes law enforcement agencies to perform rapid DNA analysis (fully automated processing providing DNA records within 24 hours) if approved by the Department of Public Safety director

Expands the definition of "DNA record" to include results from rapid DNA analyses performed by authorized law enforcement agencies, in addition to traditional forensic DNA laboratory analyses

Requires the DPS director to establish standards for rapid DNA analysis by authorized law enforcement agencies that meet or exceed FBI quality assurance and proficiency testing requirements

Permits the DNA database to include criminal history record information and personal identifying information if approved by the FBI, modifying previous restrictions on such data

Grants the DPS director authority to inspect premises and audit records of authorized law enforcement agencies performing rapid DNA analyses, and requires these agencies to forward DNA records to the director
