Requires all political subdivisions in Texas to adopt an ordinance, order, or regulation establishing a "lights out" policy for nonessential outdoor lighting they own or operate

Mandates nonessential outdoor lighting be turned off between 11 p.m. and 6 a.m. during migration seasons (April 1 - June 1 and September 1 - November 1)

Requires lighting in natural spaces such as trees and gardens to be reduced

Requires applicable lighting to be aimed downward and use light shields or motion detectors to minimize light shining into the sky or trees

Defines "nonessential outdoor lighting" as lighting viewable outdoors that is not considered essential for safety or functionality, with political subdivisions determining what qualifies as essential
