Authorizes the Angelina and Neches River Authority to enter into a contract with the Woodlawn Water Supply Corporation to transfer all assets, debts, and contractual rights and obligations

Transfers all real property, easements, conveyance systems, transmission and treatment systems, rights-of-way, and Certificate of Convenience and Necessity No. 10354 to the Authority upon contract execution

Requires the Public Utility Commission of Texas to reissue the certificate in the Authority's name without further application, notice, or hearing, with no right of protest or administrative review permitted

Mandates the Corporation's board of directors to begin dissolution proceedings within 30 days of the transfer

Takes effect immediately with a two-thirds vote of both legislative chambers, otherwise September 1, 2025; passed the Senate 31-0 on May 1, 2025, and the House 121-7 on May 10, 2025
