Expands the definition of "governmental body" under Texas open meetings law to include boards of directors of public facility corporations, housing finance corporations, and governing bodies of housing authorities

Requires all governmental bodies to broadcast each open meeting live on their Internet website, eliminating previous exemptions that only applied to larger entities (school districts with 10,000+ students, municipalities with 50,000+ population, counties with 125,000+ population)

Mandates governmental bodies to make video and audio recordings of reasonable quality of all open meetings and post archived recordings on their website within 7 days of the meeting

Requires archived meeting recordings to be maintained on the governmental body's website for at least 2 years from the date first made available

Allows governmental bodies without their own website to use existing publicly accessible video-sharing or social networking sites for broadcasting and archiving meetings, with access instructions included in meeting notices
