Authorizes the Texas Commission on Environmental Quality to order public drinking water systems with fewer than 100 connections that use underground water sources to install treatment systems, including filtration systems

Applies to water systems that have repeatedly exceeded maximum contaminant levels or secondary constituent levels established by the commission

Requires the water system to have received more than one substantiated water quality complaint related to the underground source within the preceding 12 months, with the commission determining additional treatment measures are needed

Excludes complaints related solely to distribution system issues unrelated to the underground water source quality

Treatment system installation for secondary constituent level exceedances must be achievable at a reasonable cost

Effective date: September 1, 2025
