TX SB250

Allows municipalities annexing land under existing subchapters (C-3, C-4, C-5, or D) to simultaneously annex additional adjacent areas located next to railroad rights-of-way, railway lines, spurs, or other railroad property

Requires the railroad property to be both contiguous to and running parallel to the municipality's boundaries, and contiguous to the initial area being annexed

Requires consent from all property owners of the additional area for the annexation to proceed

Areas adjacent to the initial annexation area are legally considered adjacent and contiguous to the municipality for purposes of boundary requirements, including municipal charters and ordinances

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025; passed Senate 31-0 on May 7, 2025 and House 111-8 on May 14, 2025
