Expands the definition of "space flight participant" to include crew members by removing the exclusion "who is not crew," thereby extending liability protections to all individuals carried aboard spacecraft, launch vehicles, or reentry vehicles

Removes the requirement that liability waiver agreements must be signed by a competent witness to be considered effective and enforceable

Recognizes reciprocal waivers of claims between parties engaged in space flight activities under Federal Aviation Regulations (14 C.F.R. Section 440.17) as effective and enforceable in Texas, including waivers by contractors, subcontractors, or customers

Applies only to causes of action accruing on or after the effective date, with prior claims governed by existing law

Takes effect September 1, 2025
