Establishes a grant program administered by the Texas Department of Licensing and Regulation to offset costs of plugging abandoned or deteriorated water wells

Grants may be provided to water districts with authority to regulate well spacing or production, or to landowners who plug wells located outside district boundaries

Reimbursement grants cover 50 percent of the costs associated with plugging a water well

Creates the plugging abandoned and deteriorated water wells fund as an account in the general revenue fund, funded through legislative appropriations

Texas Water Development Board must verify that wells were permanently plugged in accordance with state rules before grant approval; districts may also apply for grants on behalf of landowners within their boundaries
