Establishes the Texas Interoperability Council, composed of the Texas Division of Emergency Management chief and six appointed members (two each appointed by the governor, lieutenant governor, and speaker of the house) serving staggered six-year terms

Charges the council with developing and implementing a statewide strategic plan for emergency communication equipment and infrastructure interoperability, including plans for construction, training programs, and integration with existing systems

Creates a grant program for local governments to purchase emergency communication equipment (radios, parts, accessories), construct infrastructure (radio towers), cover operational/maintenance costs, and fund first responder training

Exempts the council from open meetings requirements (Chapter 551), administrative procedure requirements (Chapter 2001), and public information disclosure requirements (Chapter 552)

Authorizes the council to accept gifts, grants, and donations from any source including private and nonprofit organizations, and may delegate grant program administration to a state agency; effective September 1, 2025
