Allows residents and landowners in a municipality's extraterritorial jurisdiction (ETJ) to petition for release from that jurisdiction, with petitioners required to reside in or own property within the area seeking release

Requires petitions to be signed by either more than 50% of registered voters in the affected area or by landowners holding a majority of property value based on the most recent appraisal roll

Mandates municipalities notify residents and landowners within 7 business days of receiving a release petition, and separately notify them of the petition results

Creates an opt-out provision allowing individual landowners in an area subject to ETJ release to exclude their property from the release before it takes effect

Adds compliance with these petition-based release procedures (Subchapter D or E) as an exception to the general rule that ETJ reductions require municipal consent
