Requires the commissioner to adopt a list of approved mathematics assessment instruments for students in kindergarten through third grade, with assessments administered at the beginning, middle, and end of each school year

Assessment instruments must be based on scientific research, align with state curriculum standards for foundational numeracy skills, and identify students at risk of not achieving satisfactory performance on the third grade state mathematics assessment

Districts must report assessment results to the commissioner, school board, and parents within 30 calendar days, with parent reports available in English, Spanish, or other languages when practicable

Students showing at-risk performance on two consecutive assessments must receive a mathematics improvement plan with intervention services, and districts must provide regular progress updates to parents until the student demonstrates proficiency

Parents may submit a written request to opt their child out of the assessment, and assessment data cannot be used to evaluate district or campus performance under state accountability ratings; the law applies beginning with the 2025-2026 school year
