Requires all Texas licensing authorities to maximize occupational licensing reciprocity agreements with other states and identify state laws that prevent such agreements

Mandates licensing authorities adopt rules by January 1, 2026, establishing procedures to determine if other states' licensing requirements are substantially equivalent based on training/testing levels, scope of practice, and complaint resolution procedures

Requires biennial reports to the governor and Legislative Budget Board by December 1 of each odd-numbered year summarizing reciprocity efforts, listing agreements entered and unsuccessful attempts, and recommending legislative changes

Reports must describe how Texas licensing requirements compare to other states and recommend any reductions to Texas requirements that would enable more reciprocity agreements

Initial report due December 1, 2027; act takes effect immediately with two-thirds vote or September 1, 2025
