Requires U.S. citizenship for leadership positions at state entities represented on the Texas Homeland Security Council, including executive directors, deputy executive directors, assistant directors, and functionally equivalent positions

Grants executive directors authority to extend the citizenship requirement to additional positions that interface with proprietary data critical to agency operations or systems affecting critical infrastructure functionality

Applies only to employees hired on or after September 1, 2025; current employees are grandfathered under existing law

Takes effect September 1, 2025
