Establishes a 180-day deadline for out-of-network healthcare providers to request mandatory mediation after receiving an initial payment for a health care or medical service or supply

Health benefit plan issuers or administrators may also request mandatory mediation for out-of-network claim disputes

Disputes for services provided before the effective date remain eligible for mediation under prior law only if mediation is requested within 120 days after the Act takes effect

Disputes for services provided before the effective date become ineligible for mediation if not requested within the 120-day transition window

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025
