Establishes a down payment assistance grant program for veterans purchasing new manufactured homes, administered by the Veterans Land Board using funds from a newly created manufactured home grant fund

Requires grant recipients to occupy the manufactured home as their principal residence for three years before selling, leasing, or transferring the property, with waivers available for circumstances like death, bankruptcy, divorce, or job relocation

Creates the manufactured home grant fund as a special fund in the state treasury, funded by 10% of sales and use tax revenue collected on manufactured homes under Chapter 158 of the Tax Code

Authorizes the board to establish grant values, income eligibility limits, and rules for grant repayment if residency requirements are not met

Takes effect September 1, 2025, with tax allocation provisions applying to tax proceeds from reports covering periods beginning on or after that date
