Establishes the Transmission Cost Funding Work Group to study financing options for electric transmission infrastructure development and maintenance in Texas

Work group comprises 15 members including representatives from the Public Utility Commission, ERCOT, two state senators, two state representatives, the comptroller's office, governor's office, and stakeholders from consumer advocacy, renewable energy, oil and gas, and various utility types (investor-owned, municipal, and cooperative)

Study must identify potential funding sources including legislative appropriations, public-private partnerships, utility surcharges, tax incentives, infrastructure investment programs, and reallocation of existing funds

Work group required to assess financial feasibility, evaluate impacts on consumers and the state economy, and compare approaches used by other states

Report with findings and legislative recommendations due to the governor, lieutenant governor, and speaker by December 1, 2026, with the act expiring September 1, 2027
