Imposes a moratorium preventing the Health and Human Services Commission (HHSC) from procuring or awarding new contracts with managed care organizations for the STAR Medicaid managed care program and child health plan program (CHIP)

The moratorium applies to contract awards that have not progressed beyond an intent to award or are subject to pending litigation as of the effective date

Moratorium period runs from the effective date until HHSC's next scheduled Sunset Act review date

Requires HHSC to seek renewal of existing managed care contracts during the moratorium period, but allows procurement of new contracts if a managed care organization declines to renew or continue services in a region

Takes effect immediately with a two-thirds vote of both legislative chambers, otherwise September 1, 2025; expires the day after the Sunset review date
