Requires the Health and Human Services Commission to provide Medicaid coverage to all individuals who qualify for federal matching funds under the Affordable Care Act (ACA), effectively expanding Medicaid in Texas

Directs the executive commissioner to adopt rules for implementing the expanded Medicaid eligibility

Applies to all initial eligibility determinations and recertifications made on or after the implementation date, regardless of when the individual originally applied

Requires the executive commissioner to take all necessary actions to implement expansion as soon as possible after the effective date, including notifying appropriate federal agencies

Takes effect September 1, 2025, with provisions allowing delayed implementation if federal waivers or authorizations are needed
