Requires the Texas Commission on Fire Protection and Texas Commission on Law Enforcement to jointly develop a first responder peer support network for firefighters and law enforcement officers by January 1, 2026

Network must include peer-to-peer support services, training for peer service coordinators incorporating suicide prevention, technical assistance for program development, and identification/screening of licensed mental health professionals

Protects confidentiality of participant information, exempting it from public disclosure under the Texas Public Information Act by employers and state agencies

Prohibits using a firefighter's or law enforcement officer's participation in the peer support network as grounds for revoking, suspending, or denying professional licenses or certifications

Mandates annual reports to the governor and legislature by December 1 each year detailing participation numbers, peers trained, service evaluations, and program improvement recommendations
