Requires the Texas Education Agency (TEA) to develop a student success initiative program in collaboration with child/youth mental health and education experts, using evidence-based practices to support student well-being and increase grade-level academic performance

Authorizes the Commissioner of Education to award grants and provide technical assistance to school districts and open-enrollment charter schools that implement the program

Mandates that 75% of available grant funding each school year go to school districts serving 100,000 or more students, with priority given to districts and charter schools with high percentages of students who are educationally disadvantaged or underperforming on state assessments

Allows the commissioner to use up to 10% of appropriated funds for program administration and requires TEA to submit annual reports to the legislature on program impact and best practices

Requires the commissioner to adopt rules establishing grant application criteria and allowable uses of funds, which must include tutoring, mentoring, and other educational opportunities outside the district or school
