Establishes a "special right of access" for individual legislators, legislative agencies, and committees to obtain public information for legislative purposes, including confidential information unless expressly excluded by another statute

Prohibits governmental bodies from charging legislators for copies of requested information and allows legislators to delegate their access rights in writing to specified legislative staff members

Requires the Attorney General to develop a template confidentiality agreement for governmental bodies to use when sharing confidential information with legislators, with specific limitations on what the agreement may require

Creates a complaint process allowing legislators to file complaints with the Attorney General when governmental bodies violate the new provisions, with required investigation and written findings within 45 days

Authorizes administrative penalties up to $5,000 per violation per day against governmental bodies that commit serious or repeat violations or refuse to provide information after an adverse finding, with appeals allowed to Travis County district court

Takes effect September 1, 2025, applying only to requests received on or after that date
