Applies the new exception to the Texas Heartbeat Act (fetal heartbeat provisions), exempting qualifying abortions from its restrictions

Repeals Chapter 6-1/2, Title 71 of the Revised Statutes, which contains pre-Roe abortion prohibitions that were reactivated after Dobbs

Changes terminology in existing law from "woman" to "pregnant patient" and takes effect immediately with two-thirds legislative vote or September 1, 2025
