Requires vision care plan issuers to provide an online application method for licensed optometrists and therapeutic optometrists to apply for inclusion as participating providers

Limits application requirements to standardized credentialing information prescribed by state rules or information available from the Council for Affordable Quality Healthcare

Mandates vision care plan issuers deliver a participating provider contract within 5 days of receiving a complete application and include the applicant as a participating provider within 20 business days of contract acceptance

Requires vision care plan issuers to allow optometrists and therapeutic optometrists to participate as providers to the full extent of their license across all of the issuer's vision care plans, managed care plans with vision benefits, and vision panels serving Texas enrollees

Applies to contracts entered into or renewed on or after the effective date, with immediate effect upon two-thirds legislative vote or September 1, 2025
