Repeals Chapter 49 of the Education Code, which required property-wealthy school districts to reduce their local revenue levels when they exceeded state-determined entitlement limits (commonly known as "Robin Hood" recapture provisions)

Eliminates Section 48.257 of the Education Code, which established the limit on local revenue levels that triggered mandatory wealth equalization requirements for school districts

Removes references to Chapter 49 and local revenue reduction requirements throughout the Education Code, Government Code, Insurance Code, and Tax Code to conform with the repeal

Maintains state aid provisions for districts that previously received adjustments under the repealed Section 48.257(b) for the 2022-2023 school year, ensuring continued additional funding based on prior compression adjustments

Modifies recovery procedures so that when the commissioner orders Foundation School Program payments on behalf of a district not entitled to state assistance under Chapter 48, the district must remit the amount directly to the commissioner rather than through Chapter 49 adjustments
