Removes the specific designation of the Waco Center for Youth as the sole residential treatment facility for emotionally disturbed juveniles, allowing the department to designate multiple facilities for this purpose

Applies to juveniles who have been admitted to a department facility or who are under the managing conservatorship of the Department of Family and Protective Services

Requires the department to provide free education services to all clients at the designated facilities, funded through appropriations to those facilities

Allows facility clients who are not residents of the local school district to receive education services from that district only with prior approval from the district superintendent

Takes effect immediately with a two-thirds vote of both legislative chambers, otherwise September 1, 2025
