Requires property owners' associations (HOAs) to electronically file their dedicatory instruments and enforcement policies with the Texas Real Estate Commission within 7 days of recording a management certificate or amended management certificate

Mandates the Texas Real Estate Commission to make the filed HOA information accessible to the general public through an Internet website

Protects HOAs and their officers, directors, employees, and agents from liability for delays or failures in electronic filing unless caused by willful misconduct or gross negligence

Exempts property owners from liability for assessments, fines, or fees levied by their HOA during any period the association fails to file the required information with the commission

Requires the Texas Real Estate Commission to establish the electronic filing system by December 1, 2025, with existing HOAs required to file their information by June 1, 2026; act takes effect September 1, 2025
