Expands Health and Human Services Commission's authority to obtain criminal history records for providers in any public benefits program administered by the commission, not just the medical assistance program, and defines ownership interest thresholds (5% or more) for background check requirements

Updates Texas State Board of Pharmacy authority to require fingerprints and obtain criminal history records for pharmacy license applicants, pharmacy technicians, and partners/officers/directors/owners of pharmacies holding Class A-E licenses

Modifies guardianship proceedings in Estates Code to clarify that criminal background checks are required for persons who will have "care and custody" of proposed wards (rather than merely "contact with"), and requires certified guardians and attorneys to report changes in designated caregivers within 30 days
