Amends Section 251.058 of the Texas Transportation Code to create an exception to standard procedures for closing, abandoning, or vacating county roads

Applies specifically to county roads located outside municipal limits in Texas-Mexico border counties with population under 300,000 that contain a city of 200,000+ people, where the road abuts single-family residential lots in a planned subdivision within city limits

Allows commissioners courts to bypass standard conveyance procedures if they find that transferring the road to abutting property owners would create a public nuisance or safety hazard

Provides alternative options when such findings are made: petition the municipality to annex the county road, or repurpose the road for non-motorized public uses such as hiking/biking trails or linear parks

Takes effect September 1, 2025; passed Senate 26-5 on May 1, 2025, and House 130-11 on May 28, 2025
